| Joe Rooney of Minneapolis waited for his car to be towed from flood waters that closed the 4th Street exit off of 94 east near downtown Minneapolis. Rooney and the motorist in the white van got caught in the high water while trying to exit the highway. Highway crews worked to lower the water after heavy rains hit downtown. | |
