| St. Paul has begun adding to its skyline -- at least temporarily -- as the Ice Palace for the St. Paul Winter Carnival rises from a parking lot north of the Xcel Energy Center. Because of a delay caused by warm weather, workers are at the site continuously, trying to get it done by the Jan. 22 deadline. | |
