James Waltz once told a neighbor that he'd sooner see all black people dead and that he hoped to kill one someday, according to police reports. Waltz, 67, is charged with attempted murder, assault and terroristic threats in the shooting of Ricky Davis on Nov. 11 outside an International Falls tavern.
