Schools failing to meet state standards

Nearly half of the state's public and charter schools failed to make "adequate yearly progress" in math and reading test scores. Map does not show most alternative schools.

Penalty key

 No penalty: Underperforming, but not subject to sanctions because school does not receive federal Title I money.
 Warning: Must improve or school will be on the Phase 1 list next year.
 Level 1: Students can transfer to another school, if funds are available.
 Level 2: School must spend money on outside tutors or other services for poor children.
 Level 3: District must develop a plan to improve scores.
 Level 4: School must work with the state to prepare a restructuring plan, which could include new administrators, teachers or curriculum.
 Level 5: Restructuring plan takes effect.
